Preparing for demolition: The basic requirements


There are two main types of asbestos survey: Management surveys This is usually a simple visual survey with recommendations to maintain it whilst removal can be arranged.
Type 3 demolition and refurbishment asbestos survey This is mandatory under CDM 2015 Regs for all demolition work and is invasive into the fabric of the property for a thorough investigation to identify asbestos pre-demolition.


It is for the owner of the property to provide the Type 3 survey, as this information will be required by your demolition contractor in order to quantify the cost for asbestos removal. We can provide contact details for an asbestos surveyor if necessary.

Asbestos removal cost is not usually excessive but can also sometimes be more than the cost of demolition, hence this information needs to be available early at the stage of quoting and also prevents any unpleasant surprises when works are about to start.

It is in the best interests of all parties for this survey to be carried out. If there is asbestos present onsite, it would be disturbed during demolition and cross-contaminate the demolition arisings, which would likely lead to prosecution of the perpetrator and/or the owner of the building under the Control of Asbestos regulations 2012, with prison sentences a potential outcome as a result.

Any contractor offering to carry out demolition work without the invasive Type 3 survey is unprofessional and should be avoided at all costs. The only circumstance where this survey may not be possible is if the building in question has been on fire and is in a collapsed state, rendering it unsafe to survey. Under these conditions we would work to find another solution.

If the property is still in use, then it may not be possible to breach the floor under spaces in order to maintain the building’s use. This can make it difficult for your demolition contractor to quote due to the lack of information.

Be aware that undiscovered asbestos which is revealed during demolition can delay the project and incur additional charges for asbestos removal and plant equipment downtime.
Where the more dangerous types of asbestos are identified (known as notifiable asbestos), this must be removed via a licensed asbestos removal contractor under environmentally controlled/tented conditions.

In this instance, the Health and Safety Executive (HSE) must be notified of the removal by the appointed licensed contractor with at least 14 days’ notice.

It can take up to two months to have the Type 3 survey carried out, a licenced contractor engaged, 14 days’ notice given to the HSE and the removal works planned.


Utility Terminations


Utility terminations can be requested online from the service provider. They will ask for an MPAN number found on the service meter.
Take photos of your meters when at your property for reference when applying for termination. Photos will also identify the meter reading at that date.
After upfront payment has been made, the service provider will give you a termination date, which could be up to 12 weeks from prepayment.
A temporary electricity supply can be requested, with a waterproof box attached to the boundary wall. This will need to be in place in good time before the termination team arrives. If the box isn’t in place on the termination day, the termination team may leave, which means the process may have to start all over again.
Gas terminations should be requested externally to the building near the site boundary if to be reconnected or outside the site boundary if no longer required.
The internal gas pipework should be purged and open ended in order to prevent explosions. In certain circumstances, such as during refurbishment work where pipework may be cut into using an angle grinder or similar, severe burns or fatalities can occur. Section 80 Demolition Notice

A Section 80 demolition notice must be submitted to the local authority. The council has six weeks to reply via a Section 81 reply notice with their requirements in order for the demolition to proceed. They may insist on scaffolding if the property is close to the public road.
The Section 80 notice can be submitted online. Simply visit your local council’s website and search for the Section 80 demolition notice. The fee is approximately £225.00 + VAT.
Response times have improved to approximately one week, but we strongly advise early submission if your project is imminent. The council will notify the utility companies of the proposed demolition but your early application for utility terminations will be required to enable these to go ahead.
Note, as well, that the local council and/or Natural England can request that a bat survey is carried out, which can take between six and eight months to complete, which is why early planning is prudent.

British Telecoms

BT can be tardy to deal with and sometimes impossible. We recommend emailing a request for termination, with later reconnection after demolition if required. This creates a paper trail to prove you have tried to deal with the termination professionally. Give us a call for further information if required.



Arrange a pre-demolition survey

Before any structure can be demolished, it is necessary for a pre-demolition investigation and survey to be carried out, This survey should be provided by the client, although for smaller jobs the LINBRO team can assist in the initial stages, with site-wide Elements to be considered and how these affect the surrounding environment.   • Weather protection to exposed buildings as a result of demolishing an adjacent building

There is much to consider and plan for to bring in a successful project, which is where our experience really comes into its own.

During the survey, we will determine the hazards in place and the associated risks that could affect LINBRO Operatives, as well as the local community.

Our independent health and safety consultant is brought in and given our proposed methodology for comment and adaptation to comply with the latest health and safety regulations. This is conveyed back to the LINBRO team to ensure the best chance of getting ahead in this area.

On larger contracts, our health and safety consultant visits weekly to ensure full compliance.

Risk and method statements (RAMS) are then developed accordingly and updated if necessary as the demolition works progress. A demolition safety phase plan is also developed and updated as necessary.

On contracts with large amounts of waste, a waste management plan is provided.

Where roadside demolition is carried out, a complying Chapter 8 traffic management plan is also provided.

We can also provide advice and guidance on any necessary temporary supports to adjacent buildings (where appropriate), as well as the best method for dismantling or demolition for your specific circumstances.
