Demolition preparation: The basics


Asbestos surveys:


Management Surveys


A simple visual survey of the site is carried out, with recommendations then made to maintain it while removals are arranged.


Type 3 demolition and refurbishment asbestos surveys


It is mandatory under CDM 2015 Regs for all demolition work to have a type 3 survey carried out. The procedure is invasive into the building fabric so that a thorough investigation can be conducted to identify the presence of asbestos before demolition.


The owner of the property must provide the demolition contractor with the survey findings so they can then quantify the costs of asbestos removal. Contact details for asbestos surveyors can be provided where necessary.
Typically, it is not hugely expensive to remove asbestos but it can occasionally come to more than the demolition costs, so it’s important to have this information early on in the process to ensure accurate quoting and the prevention of any nasty surprises when demolition work begins.
If asbestos is present, the demolition would disturb it and lead to cross-contamination, which would likely result in prosecution under the Control of Asbestos regulations 2012. Potential outcomes in this instance can include prison sentences. As such, it’s in the best interests of all those involved for the survey to be carried out.
Avoid any contractor that offers to carry out demolition work without this survey. The only circumstance where this survey may not be conducted is if the building has been on fire and is in a collapsed state. In this case, it would be unsafe to carry out the survey and another solution would need to be found.
Any undiscovered asbestos that’s revealed during demolition can delay your project and incur additional charges. If notifiable asbestos (the more dangerous type) is discovered, a licenced asbestos removal contractor will need to be hired to remove it under environmentally controlled conditions.
Here, the Health & Safety Executive (HSE) will need to be notified of the removal, with at least 14 days’ notice. It can take up to two months for the Type 3 survey to be carried out and a licenced contractor engaged, along with the two weeks’ notice for the HSE and the planning of removal works, so it’s important to get the ball rolling as early on as possible.



Utility Terminations

You can request utility terminations from your service providers online. Find your MPAN number on your service meter. Take photos of the meters for reference when applying for this termination, taking a meter reading at the same time.
Once you’ve made an upfront payment, you’ll receive a termination date, which can be up to 12 weeks from prepayment.
You can request a temporary electricity supply, where a waterproof box is attached to a boundary wall. You will need to arrange this in good time before the termination team reaches the site. If the box isn’t in place on the scheduled day, the termination team may leave and you may have to restart the process once again.
If your gas supply is to be reconnected, request your termination externally to the building near the site boundary. If your supply is no longer required, termination should take place outside the site boundary.
Make sure that the internal gas pipework is purged and open ended to prevent explosions. Get in touch with the LINBRO team for further guidance on how best to prevent such scenarios.



Section 80 Demolition Notice

You must make sure that a Section 80 demolition notice is submitted to your local authority, which then has six weeks to reply via a Section 81 reply notice with any requirements they have for the demolition to proceed. For example, scaffolding may be necessary if the site is close to a public road.
You can submit your demolition notice online via your local council’s website. It costs approximately £225 + VAT to arrange.
It takes around one week for the council to respond, but early submission is recommended if your project is due to begin soon. The council will get in touch with utility firms about the demolition work but early application for utility terminations is necessary in order for these to go ahead.
The council will also potentially request a bat survey is conducted and this can take up to eight months to complete, so early planning and preparation is advised.



British Telecoms

Arrange a pre-demolition survey

Before demolition can be carried out, a pre-demolition investigation and survey must be conducted. This needs to be provided by the client but we can assist in the initial stages for smaller projects, helping with the likes of:

During the survey, potential hazards will be identified and any associated risks that could affect our operatives or the local community.

We also have our own independent health and safety consultant, who will review the project and provide a proposed methodology to ensure compliance with the latest health and safety regulations. For larger projects, our consultant will pay weekly visits to ensure full compliance.

From here, we develop risk and method statements, updating them where required as the project continues. Similar work is carried out on a demolition safety phase plan. If projects are likely to produce large amounts of waste, we will also provide a waste management plan, and if roadside demolition is taking place a Chapter 8 traffic management plan is provided.
